Between 1945 and 1962, the United States conducted 331 atmospheric nuclear tests. Today, the government still denies the genetic effects caused by the radioactive fallout . . .


The film begins with three men in NBC suits testing for radioactivity in the New Mexico desert. Suddenly a bloody man jumps into view, begging for help. The mutant, Pluto (Michael Bailey Smith), Papa Jupiter's nephew and disfigured by nuclear testing, creeps up on the men.


Pluto is one of the more imposing mutants, being extremely large and exceptionally strong. Pluto possesses a misshapen head and face and appears to be mentally impaired. He impales one of the men with a pickaxe and violently bangs him on the ground. The other two men are then quickly slaughtered and chained to the back of their own pickup truck. The truck drives away dragging their bodies with it.


As opening credits roll, we are introduced to a glamorouse housewife in a 1950's 'futuristic' kitchen. There's a glass dome 'cooker' that has produced a cake complete with candles. She prances around like a ballet dancer and removes the cake. The candles even ignite with flame on their own.


As she blows out the candles, the view transitions to a nuclear explosion. We then see a series of visuals depicting atomic bomb testing intercut with old photos of deformed humans caused by radioactive poisoning (see the opening credits complete pictorial at the end of this story presentation).


Gas Haven Station: The old attendant wakes up startled, he goes outside with his shotgun in hand. As he wonders through the rocky area, he calls out for 'Ruby.' The old man comes to a mine entrance threatening he has buckshot for them.


He returns to the station and sees a handbag and screams that he can't do it anymore. He takes the bag inside finding various personal valuables, wallets, and a container with a severed bloody ear. Then a car horn is heard outside, it's the Carter family traveling with a trailer in tow.


Ethel Carter (Kathleen Quinlan) and her husband, "Big" Bob Carter (Ted Levine), a retired police detective, are traveling from Cleveland, Ohio to San Diego, California on their silver wedding anniversary. Also present is their daughter Brenda (Emilie de Ravin), son Bobby (Dan Byrd), eldest daughter Lynn (Vinessa Shaw), her husband Doug Bukowski (Aaron Stanford), their baby daughter Catherine (Maisie Camilleri Preziosi), and the German Shepherds, Beauty and Beast.


While Big Bob talks to the gas station manager, we see a mutant grab Bobby's red sweatshirt out of the car and run off. Bobby and Brenda head away from the building and Bobby goes into a nearby outhouse. He is urinating when he sees someone watching him through wall opening. It was the mutant who stole his red sweatshirt from the car. After believing one of the family has seen the contents of the holdall, the attendant tells Bob of a shortcut through the hills which is actually the secret trap.


After driving a few miles along the shortcut, the tires are punctured by a hidden spike belt and the truck's wheels burst, causing the truck to crash into a nearby ditch. The spike trap was planted by the mutant, Lizard, who quickly pulls away, leaving the impression of an accident. Lizard (Robert Joy), Papa Jupiter's eldest son, is one of the more violent and merciless of all the mutants. Lizard, along with being very thin and nimble, has a severe cleft lip and malformed jaw.


Bob walks back to the gas station for a tow truck, and Doug walks the opposite way to get help. Meanwhile, the remaining members of the family are being watched by someone through a pair of binoculars. When the family's pet dog, Beauty, is accidentally let out and runs into the hills, she is found by Goggle (Ezra Buzzington), who dismembers her.


Goggle, a son of Papa Jupiter, resides in the hills and serves as lookout for Jupiter's Clan, using a pair of binoculars to spy on their targets, including spying on the Carter family. Goggle's attire consists of a large coat and a bowler hat, and his mutation consists of him having two patchjob slits on his face in place of a nose, as well as patchy pink and red skin.


Bobby chases after her, eventually finding her gutted corpse. Frightened and distraught, Bobby runs off, but slips and falls, knocking himself unconscious. A young female mutant named Ruby (Laura Ortiz), comes across him and is intrigued by him. Ruby is a young member of Jupiter's Clan and disagrees with her families actions.
